SPIN Gains Spotlight in $1.3 Billion Northeast Investment Push

PHNOM PENH, September 29, 2025 — The Cashew Nut Association of Cambodia (CAC) was among key stakeholders invited to participate in a major forum organized under the Special Programme to Promote Investment in the Four Northeastern Provinces (SPIN), held today. The SPIN Programme, which runs from 2025 to 2028, is part of a sweeping national strategy to attract over $1.3 billion in investment to Cambodia’s northeastern provinces—Kratie, Stung Treng, Ratanakiri, and Mondulkiri.

Cashew has been highlighted as a strategic subsector under the SPIN initiative, particularly within the program’s agro-industry development pillar. The inclusion of the CAC in the forum signals growing recognition of the crop’s potential as an economic driver for rural communities and as a value-added commodity for both domestic and international markets.

Transforming Cambodia’s Northeast

Launched by the Royal Government of Cambodia, the SPIN Programme aims to “expand the economic base for provinces distant from growth centers and to develop key sectors and new sources of national economic growth based on existing comparative advantages.”

The initiative is built on three core pillars:

  1. Economic Transformation—Leveraging the region’s natural strengths in agriculture, agro-industry, and tourism to integrate local economies into the national growth framework.
  2. Addressing Immediate Challenges—Implementing fast-impact measures to quickly enhance investment appeal.
  3. Fostering Synergy—Encouraging clustering of related industries to improve connectivity and scale.

Cashew and Agro-Industry in Focus

Cashew nuts are among the priority commodities earmarked under the agro-industry pillar, alongside rubber, cassava, bananas, turmeric, and timber. The program is designed to attract investment in processing and packaging facilities that can add value to raw agricultural products—moving the region up the value chain and reducing reliance on raw exports.

CAC’s involvement in the SPIN forum underscores its central role in shaping the future of the cashew industry in Cambodia, particularly in the Northeast, where cashew cultivation is already widespread but undercapitalized.

Strong Investment Interest Emerging

Since the announcement of the SPIN Programme, the government has reported encouraging signs of investor interest. Between April and September 2025, a total of 14 project proposals—amounting to nearly $1.3 billion USD in capital—have been submitted for development in the four northeastern provinces:

  • Kratie: 6 projects
  • Stung Treng: 1 project
  • Mondulkiri: 3 projects
  • Ratanakiri: 4 projects

These early investments point to growing confidence in the government’s regional development strategy and the potential of sectors like cashew to deliver both economic and social returns.

Incentives and Support Measures

To attract high-impact investments, the SPIN Programme is offering a comprehensive package of incentives, including:

  • Enhanced Tax and Customs Breaks – Going beyond the National Investment Law, investors will benefit from exemptions on income tax prepayments, VAT, and duties on imported production equipment.
  • Favorable Financing—Reasonable-interest loans will be made available for projects focused on agricultural modernization, tourism, and community-based development.
  • Streamlined Administration—Reduced red tape and targeted support for private sector actors.
